Search and rescue crews say three men are "lucky to be alive" after their boat capsized off the coast of Vancouver Island Saturday. In the end, they found three men in the water — one clutching a plastic fuel can and two others treading water. None were wearing personal flotation devices or lifejackets. By law, boaters in Canada are required to travel with one lifejacket or personal flotation device for each person on board. For boaters, Van der Valk recommends the following to help ensure a safe rescue in the event of a capsize:
