Three justices will be on official business starting Monday and will be back at the court next week. They are also scheduled to visit the International Court of Justice and meet the Secretary General of the Philippine Court of Arbitration. Thus, only nine justice will discuss Trillanes’ petition, including Chief Justice Teresita Leonardo de Castro and the ponente or the one in charge of studying and writing the ruling on the case — Associate Justice Diosdado Peralta. The sources pointed out that with only nine magistrates discussing the case, the possibility of issuing a TRO looks unlikely. He urged the high court to immediately issue a TRO to stop authorities from arresting him.
