Mr. William O’Neil, former IMO Secretary-General Emeritus passed away last October 29 at age 93. The International Safety Management (ISM) Code and the International Ship and Port Facility Security (ISPS) Code were two significant amendments to the International Convention on the Safety of Life at Sea (SOLAS). These are just some of the mandatory instruments adopted and implemented during Mr. O’Neil’s stewardship of IMO. Coupled with the rule-making agenda of Mr. O’Neil’s IMO was the aggressive delivery of capacity-building programs to assist member States, especially developing countries, in implementing IMO conventions.
