Bethlehem Tertiary Institute chief executive Andrew Butcher reported increases for early childhood and secondary, but no change in primary teaching. "The numbers for early childhood are up on last year and higher than we projected," he said. "We are putting it down to the policy changes for early childhood teachers needing qualifications." There are also longstanding scholarships for about 150 teacher trainees a year in te reo Māori and 30 for Māori and Pacific high achievers. However scholarships for Māori and Pacific early childhood trainees have dwindled from 365 in 2012 to 59 last year.
