Todd Property cited "very strict" new health and safety laws, which meant organisations had to emphasise public safety on their property. The large swing-bridge at the centre of North Canterbury's Pegasus town was chained off without warning on Monday, along with a smaller pedestrian bridge. The town's developer, Todd Property Group, said it closed the bridges after receiving a written complaint that they were slippery due to ice from recent frosts. Ian Lennie, chair of the Pegasus residents' association, said there had been a negative reaction to the closure from residents on social media.
