There is no statute of limitations on defaulted fines, and the data from the attorney general shows that as of 2020 the cumulative value of unpaid Toronto traffic fines dating all the way back to 1969 was $153.5 million. Defaulted fines under that section totalled close to $24 million over the 10 years. Driving with a suspended licence generated the second highest value of defaulted fines, at $16.2 million. Nearly $3 million in fines for driving with a hand-held device went into default, while $2.3 million were related to not wearing seat-belts, and $1.7 million to careless driving. The high volume of unpaid fines indicates “the system isn’t working, and it’s broken,” Brown said.
