We must not forget the many tenant farmers who are custodians of more than a third of England’s farmland but do not own land. The budget announcement that “delinked farm payments” are now capped means that tenant farmers are worried about how to pay rent next year. And the changes to agricultural property relief and business property relief mean that tenant farmers face the stark reality that their landlord may well be forced to evict their tenants and sell land to pay an inheritance tax bill.
