Mr. Tillerson noted that about 75 percent of the military campaign against the Islamic State in Syria and Iraq had been undertaken by the United States. He said 25 percent of the investment in humanitarian and rebuilding efforts came from the United States, as well. “As a coalition, we are not in the business of nation building,” Mr. Tillerson said. The nations joining the effort against the Islamic State must do more to fight the group’s online recruiting efforts, he said. Prime Minister Haider al-Abadi of Iraq followed Mr. Tillerson on the podium at the State Department and vowed that he had no intention of just containing the Islamic State, but would defeat it.
