LOS ANGELES—For the second time in as many months, a series of wildfires ripped through California, burning into urban neighborhoods that had not been hit by fire for decades, and forcing tens of thousands of people to flee. The fires started late Monday night, and by Tuesday afternoon more than 150 buildings had been damaged or destroyed across Southern California. Three fires had consumed more than 50,000 acres.
