The approval process is not finished for Beckham, who must now also receive permission from the City of Miami to build the stadium. The federal court ruled that the complaint failed because it was not filed by a court-appointed trustee, and that Boogaard's parents could not show diligence in rectifying the procedural issue. However, it first requires the federal government causing an end to the current prohibition that started in the early 1990s. Importantly, Connecticut is not seeking to challenge the federal law, but only get started in putting together the schematics for the system that would operate should the federal prohibition be abolished. Interestingly, the bill also would permit casinos to apply to operate sports betting schemes if the federal sports betting prohibition is repealed or overturned by a federal court.
