Making peace is the aggressive and difficult option here—for what we need protection from is not terrorism but what we will become in response to terrorism. This mode of terrorism is made more potent in countries where access to instruments of violence are available freely. Terrorism arises out of society and operates in a way that threatens the very order that it emerges from. Wave after wave of terrorism seems to be getting unleashed on the world at a pace that is getting difficult to keep up with. The victory of terrorism is to make paranoia and presumptive distrust of the other seem rational.
