The ‘Hidden Stimulus’ in the CARES Act is the reinstatement of the Net Operating Loss (NOL) carryback. Qualified Improvement Property, or QIP, was a weird ‘glitch’ in the TCJA that was subsequently fixed in the CARES Act.
