For the minimum PC requirements Crystal Dynamics and Eidos Montreal are targeting a realistic set of hardware. On the CPU side if you have an Intel Core i3-3200 or AMD FX 4300 CPU or better you're good to go. For GPUs you'll need either an Nvidia GTX 660 (or GTX 1050) or Radeon HD 7770. Even gamers still rocking Windows 7 are safe, as Shadow of the Tomb Raider supports both DX11 and DX12. I'm assuming this is to play with maxed out settings at 1080p -- and certainly with real time ray tracing off.
