The White House says President Donald Trump has spoken with House Majority Leader Kevin McCarthy and Senate GOP Whip John Cornyn on the second day of a government shutdown. But strong Democratic opposition and some defecting GOP senators have kept Republicans from getting the votes needed to end the shutdown - now in its second day.
