WASHINGTON — President Donald Trump ’s first State of the Union address was competently delivered and — for him — relatively inoffensive. But he didn’t mention that if he gets his way, transgender members of the military won’t be able to serve openly. But it obscures the fact that Trump’s actual policy toward North Korea has been erratic and ineffective. Last year, North Korea tested a missile capable of hitting the U.S. mainland. Trump said a lot — his speech was one of the longest State of the Union addresses ever.
