The GOP tax bill is mostly a tax cut for corporations. Here's who ultimately pays for it.

Senate rules require the Tax Cuts and Jobs Act not to add to the federal deficit after 10 years. After threatening to vote "no" on the GOP tax bill, Sen. Marco Rubio (R-Fla.) and Sen. Bob Corker (R-Tenn.) pledged their support when the bill was finalized. These aren’t benefits that are sunsetting, like many temporary individual cuts; they’re just tax hikes that always will be tax hikes.
