More to the point, however, it concedes an important principle, which is that trade with the U.S. is worth an awful lot to China. China's behavior has revealed that they are indeed willing to move substantially in order to preserve their access to U.S. markets and products. President Xi of China, and I, are working together to give massive Chinese phone company, ZTE, a way to get back into business, fast. The U.S. is pausing the application of heavy tariffs in order to give time for China to provide specifics on increased U.S. imports. So in a sense, both Trump and his critics could find common ground over the problem, even if they disagree about the solution.
