As President Recep Tayyip Erdogan sends Turkish troops to Libya, he’s implicitly reminding the European Union just how impotent it is in foreign policy. That deal used to be held up as the greatest achievement of European foreign policy. But instead of taking a joint diplomatic stance, the union’s member states are supporting opposing sides in Libya’s civil war. This is just one example of the EU’s irrelevance in foreign policy generally. Even so, it won’t be the whole solution, because member states will keep ignoring policies they don’t like.
