Other reports indicate some migrants have gotten caught in the razor wire and drowned. He maintains that he has the right to order the Texas National Guard to continue laying additional razor wire. By deterring asylum-seekers through measures like concertina wire, Texas may reduce illegal crossings but it raises ethical issues regarding use of force and denying refugees entry.
