Share TweetBy Alexandria San JuanThe Land Transportation Franchising and Regulatory Board (LTFRB) is postponing for two weeks the implementation of its new order directing all UV Express units to strictly operate on a terminal-to-terminal basis while further consultation on the matter is ongoing. The LTFRB issued Memorandum Circular (MC) 2019-025 last month, amending a 2009 memorandum to cancel or abolish the two-kilometer radius from endpoints of UV Express Service after they noted that most units continue to load and unload passengers in between their origin and destination points. Apart from abolishing the two-kilometer radius policy, the Board also ordered all UV Express Service “to strictly operate on a point-to-point basis at their designated terminals on the route specified in their CPC (Certificate of Public Convenience).”This was greeted with protests from UV Express operators and drivers and commuters’ group who asked the agency to implement a more passenger-friendly system. The Lawyers for Commuters Safety and Protection (LCSP) suggested the designation of loading and unloading points in between the origin and destination of the UV Express service route instead of implementing a point-to-point policy.
