The nine termed-out senators are: Sotto, Franklin Drilon, Ralph Recto, Panfilo Lacson, Francis Pangilinan, Pia Cayetano, Lito Lapid, Ramon Revilla Jr. and Aquilino Pimentel 3rd. Termed-out senators will have to argue on the legitimacy of their election to the Senate. Based on all these considerations, I predict that Senator Sotto’s chances of staying on as Senate president are close to zero. The transformation of termed-out senators into the new Senate majority will not happen unless they first stage a coup. The public will soon demand that the payment of salaries and allowances to termed-out senators should be stopped.
