LINDSAY, Ont.—An Indigenous youth with severe mental health challenges has received the maximum three-year sentence for setting a fire that killed two people in a Lindsay-area foster home. Chantal Finbow, mother of 14-year-old Kassy Finbow, who died in a Feb. 2017 foster home fire told a sentencing hearing that her daughter "should not have died this way." Caregiver Andrea Reid, left, and resident Kassy Finbow, 14, died in the fire at the Lindsay, Ont., foster home. Kassy died at the scene. Her adoptive mother died when she was 13.
