A teen has been charged after an incident in Wellington where a youth was allegedly assaulted with a scooter and stomped on. At one point, the alleged offenders appeared to drag the victim from an outdoor staircase on to a concrete pavement. The assault happened in the Wellington suburb of Karori in broad daylight, sometime between April 17 and April 22, police previously said.
