Atleast 16 per cent of funds allocated to counties for development projects have been wasted, a county citizen score card shows. In 2011, the report adds, wastage of county funds had dropped to 16 per cent; a situation they want turned around through vigorous public participation. Counties are saying these are not their projects yet the information that we got indicated them as county projects. “When we meet the county governments, they have difficulties in finding files for those particular projects,” Napisa said. So we are following up to see who owns them and how they can be completed so that they benefit the residents of the concerned counties,” Napisa said.
