The supplementary demands for grants are taken up subsequently if Centre agrees for assured allocation at a later date. There cannot be any extra budgetary route to provide funds for any State if an allocation is not made in the budget, said sources. Because a State cannot seek loan on its own and it has to be routed through the Centre, they added. Earlier Centre used to pass on the World Bank or IMF loans to the State as 90 % or 80 % grant and the rest would be borne by the State concerned.
