Kites were also flown in the cities of Iligan, Cagayan de Oro, Davao and Cotabato. May 24, 1839Spanish Governor General Luis Lardizabal ordered the separation of Nueva Vizcaya as a separate politico-military province from Cagayan. Nueva Vizcaya was previously part of the Spanish government of Cagayan, which covered the current eastern part of northern Luzon, from Nueva Ecija to Batanes province. In 1856, towns of Cagayan and Nueva Vizcaya were separated to form Isabela province. Nueva Vizcaya had its first civil government in 1902 when it was organized by the Philippine Commission.
