BY THE NUMBERS:- In Canterbury, expulsions dropped from 0.9 for every 1000 students to 0.4 in the past decade. Burnside High School principal and chairman of the Canterbury-Westland Secondary Principals' Association Phil Holstein preferred a "restorative flavour" to discipline. Alternative education provider Te Kaupapa Whakaora (TKW) was receiving "high rates of referrals" from children who did not fit in the mainstream system, manager Jono Campbell said.
