"Rapists are not exclusively stupid, rapists are aware of the law, so they explicitly target migratory workers." In Beebe's nine years in New Zealand she has never witnessed "trafficking" but said there were "absolutely" exploitative conditions for some migrant sex workers. She believes migrant sex workers are being discriminated against by a law that has enabled sexual violence and labour abuse on a "massive scale".
