WASHINGTON—The Supreme Court on Tuesday will consider whether to set constitutional limits on drawing electoral districts to maximize partisan gain, a case that could reshape the U.S. political landscape. The high court is reviewing how Republican lawmakers drew district maps for Wisconsin’s state assembly after they won control of the legislature and the governor’s mansion in 2010. It was the GOP’s first shot to draw state districts there in more than 50 years, one they sought to use to improve their electoral position considerably.
