WASHINGTON—President Donald Trump’s chief strategist, Steve Bannon, has been removed from the National Security Council’s principals committee, and top U.S. intelligence officials have been restored as permanent members, according to a new presidential memorandum. The decision was made by Mr. Trump’s new national security adviser, Lt. Gen. H.R. McMaster, with the president’s signoff, a senior administration official said.
