Half the workforce in Malheur County, where the minimum wage is $4 higher than across the border, lives in Idaho. In the United States, states including Connecticut and New York now require many travelers entering the state to quarantine, and some regions, including Native American reservations, have set up checkpoints or turned away visitors. As the poorest county in the state, Malheur depends on Idahoans who reside in the fast-growing greater Boise area.
