Irish Public Bodies Mutual Insurance (IPB) is one of the largest insurers in the State. It insures local authorities, the HSE and other public bodies, and is also owned by these bodies. Between 2012 to the first half of 2017, local authorities received over 29,000 compensation claims. At least €387m was spent on behalf of local authorities settling claims from 2012 to June 2017, according to data collated by RTÉ Investigates. They argue they are entitled to be the exclusive insurer of local authorities, State education bodies and the HSE as they are owned by them, and IPB pays these bodies dividends.
