Sputnik V saga: Does a thief cease to be a thief by returning part of his booty? - Amidu asks

General News of Tuesday, 17 August 2021Source: classfmonline.comFormer Special Prosecutor Martin Amidu has wondered if the refund of US$2,470,000 to Ghana by Dubai businessman Sheikh Ahmed al Maktoum in the botched Sputnik V procurement saga, vitiate the wrongs committed by Health Minister Kweku Agyeman-Manu. It followed reports by the Norwegian press that Ghana had agreed to pay $19 per dose instead of $10. Mr Agyeman-Manu then wrote to the Sheikh for a refund of US$2,470,000, which the Sheikh acceded to. The minority, some civil society organisations and some Ghanaians, have called on the minister to resign or be sacked from office. What makes Daniel Domelevo’s government manufactured procurement suspected breaches warranting EOCO harassment different from the Government’s own breaches of the Public Procurement Act and article 181(5) of the Constitution in the Sputnik V Covid-19 procurement contract as an international business or economic transaction?
