SEOUL—South Korea’s leader used a closely watched speech to oppose military action in countering North Korea, as the U.S. builds up its forces in the region and Donald Trump prepares to make his first trip to Asia as president. In a nationally televised address on Wednesday, President Moon Jae-in also vowed to bolster South Korea’s military capabilities through increased defense spending, but said that South Korea shouldn’t develop or possess nuclear weapons.
