It appears that during the incident at State House, President Ruto expressed frustration that some Cabinet Secretaries (CSs) and Principal Secretaries (PSs) could not be reached by phone. In January, President Ruto read the riot act to CSs and PSs at the opening of a three days retreat with government officials at Fairmont Mount Kenya Safari Club in Nanyuki.
