Despite efforts by the Donald Trump White House to slash Obamacare marketing and end cost-sharing subsidies for low-income Americans purchasing policies under the Affordable Care Act, insurers are talking profits, expansion and outreach as open enrollment begins this week. Health insurance companies say Trump’s effort to end CSR payments are increasing costs to their patients and made it much more difficult to sell subsidized individual policies. But insurers are optimistic enrollment for 2018 that begins Wednesday will be strong . But even without the CSR payments, Anthem and other health insurers including Centene and Oscar Health aren’t giving up on individual coverage under the ACA. “We are expecting our 2018 Individual ACA-compliant membership to be slightly profitable in 2018,” Anthem 's Swedish said.
