Twitter, like Facebook, is not the keeper of truth but the job of first-responder is increasingly going to Twitter whether you have an account or not. Twitter is much smaller than Facebook (roughly 85% smaller) and yet both are, in effect, huge ships with big issues coming at them from all sides. Below are some thoughts on light changes that would help occur during times of major incidents:1) VERIFICATION: Twitter and Facebook both verify accounts to different levels. I propose both (but Twitter especially) act harder to verify all accounts or they are temporarily blocked from publicly swamping hashtags at times of major incident. I can tell you from experience during the recent incident that "Top Tweets" were not top at all - not even close.
