PRUDENCEFreedom of the press is a special freedom within the scope of freedom of expression. Freedom of expression enables the public to receive information and ideas that are essential for them to participate in their governance and protect the values of a democratic government on the basis of informed decisions. The protection of the fundamental human right therefore is a primary objective of every democratic constitution, and as such is an essential characteristic of democracy. In particular, protection of the right to freedom of expression is of great significance to democracy. Meaningful participation of the governed in their governance, which is the hallmark of democracy, is only assured through optimal exercise of the freedom of expression.
