Public Works and Infrastructure Minister Patricia de Lille submitted the draft Expropriation Bill to the National Assembly on 9 October for approval. It raised concerns over the safety of property rights in South Africa. The bill sets out the process the state may take to expropriate, and in certain circumstances at zero compensation, such as when a property has been abandoned, and only after it has tried to reach an agreement with owners.
