The salaries agency wants allowances paid to state officers and other public officers capped at 60 per cent of their basic pay. SRC argues as much as 48 per cent of the public sector wage bill is comprised of allowances paid to government employees. The SRC has published draft guidelines to ensure all allowances earned by public sector workers are linked to their actual contributions. The SRC wants the Employment and Labour Relations Court, public sector employers, workers and trade unions to discourage any reviews that favour allowances exceeding basic pay. For uniformity of terms, public sector institutions will not award pay increases simply because they have the ability to pay.
