OSAKA, JAPAN—The settlement between Vice-Admiral Mark Norman and the Defence Department was undertaken independently, Prime Minister Justin Trudeau said Saturday. “That is a conversation between the vice-admiral and the ministry of national defence,” Trudeau told reporters.
