SEOUL—South Korea’s president warned that the U.S. would need Seoul’s consent for any military action on the Korean Peninsula and renewed calls for talks with the North, addressing the country’s concerns about becoming ground zero for a catastrophic war it didn’t start. The comments by President Moon Jae-in followed a week of brinksmanship that ended Monday when North Korea backed away from a threat to fire missiles at Guam.
