The other two flagship cash transfer programmes cover orphans and vulnerable children, and people living with severe disabilities. During vetting, applicants will have to go through a community validation exercise before the first payment cycle in March to ensure that only extremely poor and needy senior citizens receive the stipend. Massive resourcesHelpAge International population expert Erastus Maina, whose organisation deals with elderly people, warned that massive resources were still needed to ensure that senior citizens live a decent life.
