Photo: Andrew Harrer/Bloomberg NewsWASHINGTON—Senators reached an agreement on bipartisan legislation to overhaul the Capitol’s sexual-harassment policies, including prohibiting the use of taxpayer funds to pay settlements. Senior staff accused of sexual harassment wouldn’t be personally liable if a case is settled. Even if the Senate bill passes, it would have to be reconciled with the House measure, given that the bills aren’t identical.
