Five counties will still run without proper offices after the Senate declined their request for Sh2 billion to build headquarters. County Allocation of Revenue Bill now paves the way for counties to access Sh302 billion in the next Financial Year. The Senate public finance committee said the allocations by the National Treasury were not provided for in the Division of Revenue Act, 2016. The credit facility amounting to $ 200 million (Sh2 billion) is targeted to fund public financial management, human resources management, monitoring and evaluation system, civic education and public participation. Isiolo, Lamu, Nyandarua,Tana River and Tharaka Nithi counties had sought the money which includes funds for the Kenya Devolution Support Program (KDSP).
