Senate Will Block Trump’s Emergency Declaration on Border Wall, McConnell Says

President Trump has declared a national emergency to fund a barrier at the border with Mexico. But what constitutes a national emergency and how will the funding work? Jason Bellini reports. Rand Paul (R., Ky.) became the fourth GOP senator to say he would vote for the Democratic-crafted resolution of disapproval, giving it enough support to pass the Senate.
