Senate Bill 1819 or proposed Act Establishing The Office For Social Welfare Attaché has hurdled the Upper Chamber with 18 affirmative votes and no negatives votes or abstention. The measure, if signed into law, would institutionalize the deployment of social welfare attachés in Philippine embassies to manage cases of OFWs in distress and provide them with adequate and timely social, economic and legal services. Social welfare attaché offices would be created in countries or jurisdictions with the highest concentration of OFWs or cases of Filipino trafficking.
