Salah Muhammed al-Tubaigy flew into Istanbul shortly after Washington Post contributor Jamal Khashoggi entered the Saudi consulate and flew out nine hours later, Turkish officials say. Seven of the 15 self-identify in social media profiles or published accounts as members of Saudi military. But Tubaigy is also close to Saudi security operations, teaching and providing expert opinions on evidence collection and investigation.
