The overarching goal outlined by the program is to get at least three Saudi cities on the top 100 cities in the world to live in list by 2030. The government is encouraging private and foreign investors to invest in key markets that would improve the quality of life. It says it has a strategy to encourage investment in high capital expenditure sectors where returns to investment are initially low. The government has also said that it will update the regulatory and governance framework to support investment in the sectors. Recently the Saudi government lifted its longstanding ban on cinemas, women drivers and sponsored gender-mixed musical concerts.
