Share TweetBy Czarina Nicole OngThe Sandiganbayan Third Division refused to quash the charges filed against former Department of Budget and Management (DBM) chiefand current Camarines Sur Rep. Rolando Andaya Jr. in relation to the Malampaya fund scam. In 2009, it was agreed that P900 million from the special Malampaya fund was to be used to help farmers who were affected by Typhoons Ondoy and Pepeng. They believe that Andaya’s arguments are matters of defense, and are irrelevant to the validity of the Informations filed against him. The anti-graft court remains unpersuaded that Andaya’s act of signing the SAROs cannot be construed as causing undue injury to the government or giving unwarranted benefit to any party.
